Mano Tittawella, the Chairman of Strategic Enterprises Management Agency (SEMA), told businessmen that the multi sector regulator, Public Utilities Commission of Sri Lanka (PUCSL) is important to maintain a level playing field.

"A regulator is important to ensure that private sector players are not crowded out," Tittawella said.

The PUCSL was originally initiated by the previous UNF government.

The multi sector regulator is currently fully staffed but only plays an advisory role to the government.

The unbundling of the CEB was to make the electricity sector the first to be regulated by the commission.

Delays in issuing licenses to individual companies have sidelined the commission so far.

Tittawella also said existing regulators like the one for the telecom, Telecommunications Regulatory Commission (TRC) also need strengthening.
