Activists meeting with tour operators in this resort 65 kilometres (40 miles) south of Colombo this week, said tougher penalties, including mandatory jail terms of 10 years, were discouraging foreign “organised” paedophiles.

But they said casual sex with minors was still rife because pimps badger tourists along the beaches as well as at tourist resorts in the picturesque tea-growing regions of Kandy and Nuwara Eliya.
