However, the World Bank says its lending to the government can be allocated to a trust fund if the government wishes to do so.

Analysts say a joint mechanism deal with the LTTE is likely to set up a trust fund, to receive aid money channeled through the government.

The LTTE is likely to control the money in the trust fund through its majority control of committees that decide on priority projects.

The refusal by the ADB and the Japanese funded JBIC to have their loans and grants routed through an LTTE controlled trust is a setback according to analysts.
