June 20, 2017 (LBO) – Sri Lanka’s Parliament on Tuesday referred the controversial annual report of the Finance Ministry to the Committee on Public Finance amid chaos in Parliament.
The Auditor General, expressing his view on the finance ministry accounts of 2016, said that he is not been able to obtain sufficient and appropriate audit evidence to provide a basis for an audit opinion, and did not express an opinion on these financial statements.
Chief Opposition Whip and JVP leader Anura Kumara Dissanayake proposed that the Parliament does not accept the report of the finance ministry as it had not been presented as a complete report.
Leader of the House Minister Lakshman Kiriella however said that it’s the Auditor General’s responsibility to report to the Parliament if he has been unable to obtain sufficient audit evidence to provide a basis for an audit opinion.
“The Auditor General should have informed Parliament. He is famous for making reports without informing Parliament,” Kiriella stressed.

Dissanayake however stated that the Auditor General in the same report has mentioned that he will submit the relevant report to the Parliament in due course under the provision of 154 (6) of the constitution.

Speaker Karu Jayasooriya, ending the argument, referred the annual report which includes Auditor General’s opinion to the committee on public finance for further action.
