The need for a clear port development plan was stressed by the ADB when it approved a US$ 150,000 technical assistance grant on Tuesday to prepare a master plan for the port sector to guide policy formulation and infrastructure investment.
The plan is expected to define priorities in developing regional ports and map out capacity issues. rn
rnThe plan will also consider the sector in the context of competing transport modes, including highways.rn
rnThe fresh ADB assistance to the port sector comes in addition to a technical assistance loan of US$ 10 million for developing the Colombo South Harbour and to incorporate competition into the Sri Lanka Ports Authority. rn
rnConsultants to develop business models and investments plans for the South Harbour project are expected here in mid July, following the signing of a formal agreement in late June. rn
rnPutting a regulator in place will be a key priority for the consultants in their estimated 18 month work span.
