The national parliament was informed of the proposed Post-Tsunami Operational Management Structure (P-TOMS) for the first time after months of secret talks with the help of peace broker Norway.

The government responded to the uproar in parliament by postponing assembly sittings until July 5. However, the delay has no bearing on concluding the deal as it does not require approval by parliament, a government minister said.

It is to be concluded as a memorandum of understanding between the Colombo government and the rebel Liberation Tigers of Tamil Eelam (LTTE).

The P-TOMS, or the joint mechanism, will be in three tiers with a three-member panel at the top. There will be one each from the rebels, the government and minority Muslim community.
