Information Bank for economic diplomacy soon, says Harsha De Silva

Dec 16, 2015 (LBO) – Sri Lanka plans to launch a 'Knowledge Platform,’ an online internet information bank to promote economic diplomacy, Deputy Minister of Foreign Affairs, Harsha de Silva said.

The platform would be launched by the end of the first quarter of 2016. De Silva revealed this during the second meeting of the Inter Agency Task Force on Promotion of Economic Diplomacy set up to coordinate between various government agencies and chambers of commerce to push the economic diplomacy agenda by the Ministry of Foreign Affairs yesterday.

Very good…really glad to see this happen…I hope there will be no charge for researchers, policy makers and decision makers to use this platform or it will be of no use. This may also get us closer to real time data uploading from Village Level upwards…lets see if at least this one can pull off something..it seems a somewhat smarter than most of the others.

What is required is a step beyond the conventional. The realization of the islands potential requires extremely advanced and complex perceptual inputs. It is VERY unlikely that the government on its own can generate such output.

The government must therefore facilitate the formation of “Public Private Partnerships” between itself and think tanks that can perceive the islands potential and articulate it as well as perceive and articulate processes by which this potential can be realized. These
partnerships may even extend to the formulation, initiation, support, driving, guidance and development of such processes.

This will of course be greatly facilitated by the generation of a FOURTH PILLAR OF THE STATE to complement the existing three. The LEGISLATURE, the EXECUTIVE and the JUDICIARY should be joined and complemented by the DEVELOPMENTAL through the enactment of a “Sustainable Development and Building of Resilience Act” that provides for
a SUPREME DEVELOPMENT COUNCIL along with subordinate developmental councils at
provincial levels and for the generation of a cadre of MASTERS OF DEVELOPMENT
PRACTICE who like the judiciary will administer the governments DEVELOPMENT
POLICY through the implementation of DEVELOPMENT STRATEGIES, PROGRAMS and
PLANS.

The government has already become party to the OPEN GOVERNMENT PARTNERSHIP (http://www.opengovpartnership.org/).

Let us see whether it has the courage to walk the talk and BEYOND.
