Inadequate funds to maintain Sri Lanka’s roads means all 15,000 km of provincial roads now need to be torn up and re-laid, with other highways under threat.

The Road Development Authority (RDA) says US$ 7.5 bn is needed to rehabilitate the entire road network, which if ignored, will need to be reconstructed.

“If roads are not routinely or periodically maintained, after about ten years they need to be rehabilitated, which means putting in a complete surface cover and costs can soar to about Rs.


35 mn per km per year,” Fernando said.

If it is not even rehabilitated, as in all provincial council roads, resealing potholes and filling up problem areas no longer works and the whole road needs to be torn up and reconstructed.

Next in line are the 75,000 km of roads under the local councils or Prades
