Government Moves to Pass Public-Private Partnership Bill to Boost Investment Infrastructure

The Cabinet of Ministers has granted approval to publish the Public-Private Partnership Bill in the Government Gazette and subsequently present it to Parliament for final legislative sanction. This decision, submitted as a proposal by the President in his capacity as the Minister of Finance, Planning, and Economic Development, was formally announced in the Cabinet media statement issued on October 19, 2026, subject to confirmation at the next meeting.

The enactment of this new piece of legislation follows an initial Cabinet approval granted on June 02, 2025, which sought to establish a comprehensive legal framework aimed at facilitating and promoting public-private partnerships across Sri Lanka. A key feature of the proposed law is the formal establishment of the National Agency for Public-Private Partnerships, which will function as the central body overseeing and driving collaborative ventures between the public and private sectors.

Following the initial ministerial green light, the Legal Draftsman prepared the draft legislation, which has now received official clearance from the Attorney General regarding its legal validity. With the completion of legal vetting and Cabinet endorsement, the government is set to gazette the bill, paving the way for parliamentary debate and approval to institutionalize public-private development initiatives.
