Russian delegation in Sri Lanka for energy talks; signals fuel supply, fertilizer support, refinery interest

The Ministry of Energy said it is taking all necessary measures to ensure uninterrupted and reliable energy supplies amid disruptions linked to the ongoing conflict in the Middle East.

As part of efforts to secure petroleum and coal, a high-level delegation from Russia—a major global energy supplier and longstanding ally—arrived in Sri Lanka on Thursday. The delegation is led by Deputy Energy Minister Roman Marshavin and is expected to advance discussions and finalize agreements.

Talks were held at the Ministry of Finance between Sri Lankan officials, including Deputy Minister of Finance and Labour Anil Jayantha Fernando and Energy Minister Kumara Jayakody, and the visiting delegation.

Discussions focused on short-term measures to address the energy situation and on strengthening bilateral cooperation. The Russian side indicated its capacity to supply crude oil as well as refined products such as petrol, diesel and aviation fuel. The potential supply of fertilizer to support Sri Lanka’s agricultural sector was also explored.

The delegation also expressed interest in developing an oil refinery complex in Sri Lanka, alongside broader efforts to deepen long-term energy ties.

Officials including Deputy Energy Minister Arkam Ilyas and Energy Ministry Secretary Udayanga Hemapala were also present at the discussions.

Deputy Minister Marshavin is scheduled to meet President Anura Kumara Dissanayake later in the day.
