Setting the background to the 2005 budget speech Finance Minister Sarath Amunugama says the budget was prepared entirely by local experts without a single foreign expert. He said the previous government’s Regain Sri Lanka Strategy (PRSP) document was flawed and the new liberal economic thinking had been thrown out in the entire region.

Minister Amunugama said the United National Party’s elite (bamunu kulaya) had been chased away by the people at the elections, because of these policies.

He said the previous administrations plan to lay off 100,000 public servants in 2005, and 200,000 in 2006, but the UPFA had given jobs to graduates.

The government hoped to develop the villages and reverse the city based development strategy followed by the UNF administration.

He said the economic strategies of the last 15 years had left large sections of the country poor.

Minister Amunugama expects the friendly nations and lending agencies to join in his efforts to alleviate poverty.
