Sri Lanka Placed on Elevated Concern as Climate Shocks & Energy-Driven Cost Pressures Converge Ahead of Maha Season: FAO Report

Sri Lanka has been categorized under “Elevated Concern” (Tier 2) in a joint Asia-Pacific risk assessment published by UN agencies and global climate monitors. The classification comes as the island nation faces a dangerous convergence of intensifying climate anomalies and lingering global price shocks across fuel, fertilizer, and food systems (3FS). With the critical Second Inter-Monsoon and Northeast Monsoon periods approaching, seasonal forecasts indicate a shift toward wetter-than-average conditions from October onward, creating heightened exposure to localized flooding and waterlogging just as the primary Maha rice-growing season commences.

The risk is significantly magnified by domestic market vulnerabilities resulting from broader international disruptions. Sri Lanka’s agricultural sector continues to grapple with the residual transmission of global energy shocks, with local diesel and gasoline prices remaining roughly 44 percent and 41 percent above pre-crisis baselines, respectively. Because the country relies heavily on imported chemical fertilizers and international wheat markets, elevated input and freight costs during 2026 have exerted severe financial pressure on farmers. Consequently, high baseline inflation, elevated production costs, and potential input constraints threaten to interact with heavy seasonal rainfall, posing severe operational risks to agricultural yields, supply chains, and food security heading into late 2026 and early 2027.

Asia and the Pacific is entering a period of increasingly complex and overlapping risk. El Niño conditions are strengthening, while the Indian Ocean Dipole (IOD) continues to fluctuate around neutral to positive levels but is forecast to become more consistently positive from September 2026. At the same time, renewed pressures linked to the Middle East are adding uncertainty to fuel, fertilizer, and food markets and supply chains.
