The victims, both residents from the island's northern peninsula of Jaffna, were gunned down in Colombo's Kotahena area on Sunday morning, the spokesman said.
"Police have found four identity cards on the two men and it is possible this killing is linked to clashes among Tiger factions," the spokesman said.
Another man was shot dead in the island's eastern Valachchenai area on Saturday night, the spokesman said, adding that the victim appeared to be a loyalist of a Tamil Tiger breakaway leader.
There has been increased violence in the island's eastern area, as well as in Colombo, following a split in the Liberation Tigers of Tamil Eelam (LTTE) in March last year.
