Finance Minister Sarath Amunugama says only “non-specified” project funding will go through the post-tsunami aid sharing deal signed with the LTTE.

Finance Minister Sarath Amunugama says only “non-specified” project funding will go through the post-tsunami aid sharing deal signed with the LTTE. The minister says as per a memorandum signed in June 13, 2005 only unspecified and secretariat funds will be channelled through the P-TOMS setup.

Section 7.a in the memorandum of understanding signed between the LTTE and the government to set up the P-TOMS fund says ” There shall be a Post-Tsunami Coastal Fund for the Six Districts (the "Regional Fund"), consisting of unspecified (program) and secretariat funds. The unspecified (program) funds shall consist exclusively of foreign funds while the secretariat funds shall consist of both foreign and local funds.




Bilateral donors meanwhile will directly fund “specified” projects instead of channeling funds through the Post-Tsunami Operational Management Structure (P-TOMS) fund, says Amunugama.
